Yaroslavl Increases Water and Sewage Tariffs

The Ministry of Tariff Regulation in the Yaroslavl Region has approved new tariffs for cold water and sewage disposal, which took effect at the beginning of 2026.
The average increase in citizens« utility payments across the country was 1.7%. The main reason for the adjustment was the increase in the basic rate of value-added tax (VAT) from 20% to 22%.
- The economically justified tariff for drinking water is set at 52.25 rubles per cubic meter (including VAT), and for sewage disposal at 41.55 rubles per cubic meter (including VAT), approximately $0.58 and $0.46 respectively at current rates.
- Preferential rates apply for the population: on average 48.26 rubles per cubic meter for cold water and 37.02 rubles for sewage disposal (including VAT), approximately $0.54 and $0.41 respectively at current rates.
The changes affect 42 organizations providing water supply and sewage disposal in the region. In particular, Yaroslavlvodokanal (Yaroslavl Water and Sewerage Utility) set the following tariffs from January 1, 2026:
- Water supply: 35.46 rubles/m³ (excluding VAT) or 43.26 rubles/m³ (including VAT), approximately $0.39 and $0.48. From October 1, 2026, the price will be 39.68 rubles/m³ (excluding VAT) and 48.41 rubles/m³ (including VAT), approximately $0.44 and $0.54.
- Sewage disposal: 26.69 rubles/m³ (excluding VAT) or 32.56 rubles/m³ (including VAT), approximately $0.30 and $0.36. From October 1, 2026 — 30 rubles/m³ (excluding VAT) and 36.6 rubles/m³ (including VAT), approximately $0.33 and $0.41.
The difference between the economically justified and preferential tariffs is compensated to the organizations from the regional budget.
Residents of the region whose expenses for utilities and housing services exceed 22% of the family«s total income can apply for a subsidy. To do this, they need to submit an application to the client service of the State Public Institution »Unified Center for Social Payments« (GCU »Edinyy tsentr sotsial«nykh vyplat»).
The next tariff increase is expected on October 1, 2026, which will lead to an average increase in payments by another 14%. Also, from the beginning of January, tariffs for housing maintenance and repair have increased in Yaroslavl.
