Samara Oblast ranks worse than Chechnya in new Russian regions rating

Samara Oblast placed 56th in the rating of Russian regions by crime level. The analysis was conducted by experts from «RIA Rating».

«According to Russian Interior Ministry data, 1,771,174 crimes were registered in 2025. This is 7.3% less than the previous year. The total number of registered crimes decreased in 80 regions, and in another 66, a reduction in serious and especially serious crimes was noted,» the analysts said.
When assessing the situation in all subjects of the Russian Federation, experts from the «RIA Rating» Center for Economic Research relied on data from the Russian Interior Ministry and Rosstat.
«The rating was built by ranking regions based on the number of crimes registered in 2025 per 10,000 residents. The study also analyzed data on the number of serious and especially serious crimes, as well as the dynamics of registered crimes.
Specialists compared information across all regions of Russia and presented an interactive map.
In Samara Oblast, according to analysts, 141.3 crimes are committed per 10,000 residents of the region. This is 9.5% less than the previous year.
As for especially serious crimes, in Samara Oblast, there were 40.4 per 10,000 residents. The difference was estimated at 0.6%.
Things are best in the Chechen Republic. It became the leader of the rating with a significant gap from other regions.
«In 2025, only 16 crimes per 10,000 residents were registered in the subject. The second and third places in the rating, as in 2024, are occupied by the Republic of Ingushetia (37 crimes per 10,000 residents) and the Republic of Dagestan (42 crimes). Below the all-Russian level of registered crime in 2025 was noted in 39 regions,» the analysts noted.
Across the country in 2025, Russians committed 627.9 thousand serious and especially serious crimes — 43 per 10,000 residents.
«Despite the trend of decreasing total registered crimes, the dynamics for serious and especially serious crimes, as in the previous year, are negative — their number has increased,» the experts said.
Things are worst in the Republic of Karelia, Kamchatka and Zabaykalsky krais, as well as in Magadan Oblast.
«The results of the study revealed a strong dependence between crime and the population»s commitment to a healthy lifestyle. The more people in a subject adhere to healthy lifestyle rules, the fewer crimes are committed in the region,« added the researchers from »RIA Rating«.
Earlier we reported that Samara Oblast occupied a decent place in the agency«s final annual ranking.
