New Fraud Case in Samara Medical Bureau Leads to 20M Rubles Seizure

The investigation has finalized the case materials, which are now ready to be presented in court.
Another trial is set to begin in Samara Region over corruption in the medical-social expertise bureau. This time, the scandal has erupted in the Tolyatti branch.
The former head of bureau No. 19 has been charged. She is accused of 56 episodes of receiving bribes in significant amounts.
‘According to the investigation, from 2016 to 2021, the accused received money through intermediaries totaling over 2.7 million rubles (approximately $27,000). The illegal payments were for fictitiously establishing disability for 22 citizens by entering knowingly false and unreliable information about their illnesses,’ the Investigative Committee of the Russian Federation for Samara Region reported.
Now, investigators are ready to send the case materials with the approved indictment to court. As part of the investigation, property worth 20 million rubles (approximately $200,000) has been seized from the accused.
Scandals at the Federal State Institution ‘Main Bureau of Medical-Social Expertise for Samara Region’ have not subsided for several years. The first to face criminal prosecution was the head of the institution, Dmitriy Drach. In spring 2024, he was sent to a colony for embezzlement and abuse of authority.
During the proceedings, the bureau was headed by Konstantin Borisov. He was detained shortly after the verdict was issued for Dmitriy Drach. Borisov was suspected of receiving 600,000 rubles (approximately $6,000) from two citizens for establishing a second-group disability for them for one year.
