Krasnokamensk Court Convicts HCS Director of Bribery

The Krasnokamensk City Court issued a verdict against the director of the Municipal Enterprise Housing and Communal Services (HCS), Arkady Vershinin, for taking a bribe through an intermediary for illegal actions. This was reported on the court«s website on 28 January 2025.

According to the court, the HCS manager personally selected a contractor and signed a contract with an individual entrepreneur for the major repair of heating utility networks in residential buildings in Krasnokamensk. In return, he received a bribe through an intermediary amounting to 150,000 rubles (approximately $1,500 at current rates).

During the hearing, Vershinin did not admit guilt for the crime, but did not deny receiving the money. The court examined all the evidence and concluded that the accused, as a public official, received money through an intermediary for illegal actions in the interests of the bribe-giver.

The defendant had no prior criminal record, is socially adapted, married, neighbors and colleagues speak positively of him, and he has awards for good work. The court also recognized mitigating circumstances including partial admission of guilt and his health condition.

Taking into account mitigating circumstances and the absence of aggravating ones, the court sentenced him to 4 years in a general regime colony, a fine 10 times the bribe amount — 1.5 million rubles (approximately $15,000 at current rates), and a 4-year ban from holding positions related to management and economic functions in housing and communal services.

In December 2025, the municipal institution «HCS», which services residential buildings, was liquidated in Krasnokamensk, and in its place, LLC «HCS» was created. According to the service «Kontur.Fokus», the unitary municipal enterprise of Krasnokamensk «Housing and Communal Services Management» was established in early 1996. The founder was the district administration. The UMP«s activities ceased on 22 December 2025 through reorganization. On the same day, LLC »HCS« was formed, with the founder being the administration of the Krasnokamensk municipal district. Both companies have the same manager — Arkady Vershinin — and the same address — 9 Veterans Avenue.
