Court gives Frigate Business Center six months to correct violations

Owners of the Frigate Business Center on Svetlanskaya Street in Vladivostok have been given time to eliminate fire safety violations. The Leninsky District Court ordered them to fix the problems identified by an EMERCOM (Emergency Situations Ministry) inspection within six months, without suspending the building«s operation.
As reported by the Primorsky Krai prosecutor«s office, earlier in the business center, »dozens of gross violations« were found, creating a real threat to the life and health of visitors. Among them are changes to the volumetric and planning solutions that limited access to fire hydrants and fire extinguishers, the absence of evacuation exits meeting fire safety requirements, as well as the operation of the building with deviations from the design documentation.
Despite this, the court did not apply protective measures in the form of closing the building, although on January 28 it did temporarily suspend the operation of the business center. It is permitted to eliminate the violations without evicting tenants or halting the activities of organizations operating in the business center. Currently, at least 17 companies are located in Frigate — from banks and customs brokers to logistics and industrial enterprises.
The business center is linked to businessman Alexander Yasin, who has been under arrest since 2022 and is a defendant in criminal cases on banditry, murders, and creating a criminal community. Also among the founders of the owning company are brothers Evgeny and Roman Sysoev, known as beneficiaries of the Sedanka City shopping and entertainment complex and the burned-down Maxim shopping center.
Previously, objects related to Yasin have repeatedly had their operations suspended following inspections. Thus, courts have closed the shopping centers «Crystal», «Victoria», and «Avangard», as well as a number of other commercial objects in Vladivostok.
