Warm Footwear and Thermal Underwear: Rescuers Advise Ulyanovsk Residents

On the night and morning of 27 January, frosts down to -31°C (-24°F) are again expected in Ulyanovsk Oblast, according to the regional Ministry of Emergency Situations (EMERCOM). In connection with this, rescuers recommend that city residents limit their time outdoors and, unless necessary, not leave buildings. Thermal underwear provides excellent protection against the cold—it wicks away excess moisture and reduces the risk of hypothermia. In freezing weather, it is better to wear more spacious shoes so that toes can move. Under no circumstances should one neglect woolen socks. One should not go out into the cold with an uncovered head or with wet hair after a bath or hairdresser.
As reported by the regional Rospotrebnadzor (Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing), the number of pneumonia cases in Ulyanovsk Oblast has increased more than 2.5 times over the past week. As of 26 January, 504 cases have already been registered. In connection with this, visits by relatives to patients in medical institutions have been temporarily restricted.
Recall that on 26 January, due to the frost, classes in Ulyanovsk schools were completely canceled.
