Tolyatti Strategic Council Presents Report with Ambitious Development Plan

The Public Council for Strategic Planning under the Tolyatti City Duma has approved its activity report for 2025, which will soon be presented to deputies. One of the central ideas of the document is to turn Tolyatti into a key node for international freight transportation.
«Council members identified as a priority for the development of not only the city but the entire Samara Region the creation of a large port and logistics hub based on the existing »Port of Tolyatti«. The project is planned to be integrated into the existing infrastructure: the »Tolyatti Bypass« highway and railway lines,» the city duma reported.
According to council experts, this hub should become part of the international transport corridor «North-South», which will open up new economic prospects for the city. Port specialists confirm that its technical characteristics allow it to accept vessels of all classes, including river-sea ships, and to handle cargo transfers between all modes of transport. The potential cargo flow is estimated at no less than 12,000 containers per year.
The Public Council for Strategic Planning is a permanent advisory body under the city Duma, consisting of 30 people, more than half of whom have academic degrees. All work by its members is carried out on a voluntary basis, without any payment.
In October, Avtograd hosted a major conference on transport and logistics, organized by Russian Railways (RZD), «PRO//Movement.Volga Region». It brought together representatives from business, government, and the railway to discuss how to improve freight transportation in Russia, the Volga Region, and Samara Region.
«Here we have everything: railway, the Volga River, highways, and a special economic zone (SEZ),» the organizers explained.
