Contractor chosen for road repair: who gets the billion

The State Budgetary Institution of the Ryazan Region «Road Directorate of the Ryazan Region» has completed the selection of a contractor for a large-scale project to repair one of the region«s key road routes. The winner of the tender was the company »Doriss« from Chuvashia, which will carry out the full range of works on a section of the highway from Ryazhsk to Kasimov to Nizhny Novgorod.

According to the contract, the contractor will work on a turnkey basis: from preparing design documentation and engineering surveys to the actual execution of capital repair works. The total contract value is 1.3 billion rubles (approximately $14.6 million at current rates).

PJSC «Doriss» is owned by entrepreneur Vsevolod Roshchin (30.89%) and LLC «Legal Center 21» (58.29%), which also belongs to him. According to the 2024 financial report, the company«s net profit was 98.9 million rubles. Last year alone, the PJSC received 17 state contracts, mainly for road construction, totaling 4.85 billion rubles.

Two adjacent sections with a total length of 20 kilometers are to be repaired:

km 78+486 to km 82+560 and km 82+760 to km 92+800 in the Putyatinsky municipal district.

  • km 92+800 to km 98+686 in the Shilovsky municipal district.

    The highway plays a crucial socio-economic role, connecting two municipalities. It passes through the settlements of Pesochnya, Polyaki, Nikitino, and Sanovka, providing access to infrastructure facilities, including a local hospital and a post office.

    Specialists from «Doriss» will carry out work to update the road surface and improve the carriageway, which will significantly improve safety and driving comfort.

    Work on the site is scheduled to begin in 2026, with full completion expected in 2027.
