Illegal waste dumping found again in Vyborg quarry

Police in St. Petersburg have again discovered illegal storage of construction waste in a quarry in the Leningrad Region. During the inspection, they caught working machinery in the act.

A joint inspection by police in St. Petersburg, the traffic police, the investigative committee, and environmental oversight has again uncovered illegal storage of construction waste in a quarry in the Vyborg District of the Leningrad Region. During the site inspection, operatives documented a bulldozer and three dump trucks unloading waste.

The criminal case involves five individuals charged with fraud related to waste disposal from metro construction sites.

All specialized equipment was seized and impounded. The press service of the Main Directorate of the Ministry of Internal Affairs for St. Petersburg and the Leningrad Region noted: «These measures have effectively paralyzed further activity to clutter the quarry, depriving participants in the illegal scheme of the technical capability to continue the removal and storage of construction waste.»

Law enforcement is determining the origin of the waste and the circle of those involved in organizing the unauthorized dump. The seized equipment has become material evidence in an already initiated criminal case on fraud in waste disposal. Charges in this case have been brought against five individuals, including managers of the company «Cementno-Betonnye Izdelia» (CBI, Cement and Concrete Products). The investigation concerns the removal of soil from the construction of metro stations in St. Petersburg.

According to the SPARK system, OOO «Cementno-Betonnye Izdelia» has been operating since 1999 and specializes in freight road transport and sand extraction. Its main clients are plants producing reinforced concrete products in St. Petersburg and the Leningrad Region. The company«s legal address is located in the »Gepard« (Cheetah) business center. In 2024, the firm reported revenue of over 3 billion rubles (approximately $30 million at current rates) but ended the period with a loss of 51.4 million rubles (approximately $514,000).

In addition to fraud, the defendants are charged with abuse of authority and violations of environmental protection rules during work operations. On January 22, the Oktyabrsky District Court decided to remand them in custody.
