TGC-11 Failed to Heat Water to Standard During Frosts

During the peak of frosts in Omsk, three city combined heat and power (CHP) plants failed to reach the required temperature. The Siberian branch of Rostekhnadzor issued a warning to JSC TGC-11 as a result.

«In the structural subdivisions »CHP-3«, »CHP-4«, »CHP-5« of JSC TGC-11, the temperature in the supply pipelines of heat sources during the specified period should have been +131°C, but the actual temperature of the network water was +112°C. The reduction in temperature in the supply pipelines of heat sources was 14.5%,» the document states.

The warning reminds that dispatchers must monitor the water temperature in the pipes to ensure it matches the outdoor weather and the system’s schedule.

«Permissible deviations from the set thermal regime must not reduce the quality of heat supply and cannot exceed the following values, including: temperature of network water in supply pipelines by +/- 3%,» the warning states.

According to experts, when the water is colder than standard, radiators in apartments also cool down, and the plants themselves breach operational regulations.
