Muscovites more active in using online access to personal medical data

Moscow residents are increasingly using the electronic medical record. According to 2025 data, city dwellers used the service 1.5 times more often than the previous year. Thanks to 24/7 access to test results, examinations, and doctors« recommendations, Muscovites have become more attentive to their health. This was reported by Anastasia Rakova, Deputy Mayor of Moscow for Social Development.

“The electronic medical record has become the main digital health assistant for Muscovites. Patients can see their medical data — test results, examinations, doctors’ prescriptions and other important information — anytime and anywhere. In 2025 alone, over 660 million accesses to the service were recorded — almost one and a half times more than last year, and the total number since Muscovites gained access to the EMR has exceeded 1.6 billion,” said Anastasia Rakova.

Most often, patients check the electronic record in the morning, from 09:00 to 12:00. The most popular sections in 2025 were “Tests,” “Appointments,” and “Examinations.”

Recall that the electronic record is an element of the capital’s digital healthcare system that allows doctors to manage each patient individually at all stages: from diagnosis and treatment to follow-up. The EMR enables city residents to view information about their health from their smartphone at any time. The record contains test results and complex examinations such as CT, MRI, or ultrasound, including the medical images themselves. One can review examination protocols, data on medical check-ups, ambulance calls, vaccination, prescribed medications, and medical certificates.

The “Health Diary” section is particularly popular among Muscovites. Patients enter a variety of indicators: from pulse, pressure, and temperature to blood sugar levels and information about angina attacks. Data can be added via the “EMIAS.INFO” app by text, using photos, or via a voice assistant. In addition, residents can independently upload medical documents to the record, order subsidized meals from the dairy kitchen, and fill out the “My Data” and “My Family History” sections.

For parents of newborns in intensive care or neonatology departments, the EMR offers a 24/7 video surveillance function. Parents monitor their child’s condition remotely. If the relationship is confirmed in the personal account on Mos.ru, they also gain access to the child’s electronic medical record.

Any Muscovite over 15 years old with a compulsory health insurance policy can use the electronic medical record. The digitalization of Moscow healthcare has been ongoing for over ten years. Today, its foundation is a unified digital platform being developed by the Department of Health and the Department of Information Technology of the city.
