Yury Slyusar Explains Why Rostov Apartments Are Cold

Governor of Rostov Oblast Yury Slyusar explained why low temperatures persist in residential buildings in the Sovetsky, Kirovsky, Leninsky, and Zheleznodorozhny districts of Rostov.
In his Telegram channel, he stated: Due to the sharp drop in air temperature, the parameters of the heat carrier have deteriorated. The problem is in the equipment, which needs current and major repairs.
According to Slyusar, in the near future, Rostov Heating Network Company (RTS) will carry out reconstruction of the power unit and heating networks. Currently, a program to improve reliability is being implemented, but its specific content is not disclosed.
All residents who have encountered poor-quality heat supply will have their payments recalculated. They will not have to pay for periods when the temperature in their apartments fell below established standards.
Over the past week, Rostov residents have been actively reporting barely warm radiators. Minister of Housing and Communal Services of the region Antonina Pshenichnaya recommended contacting the management organizations of their buildings. To arrange for a recalculation, it is necessary to draw up relevant acts and send them to RTS.
Earlier it became known that in one of the five-story buildings in the city center, normal heating has still not been restored after an accident at CHPP-2, which occurred in mid-December. In some apartments, the temperature can drop to 16 degrees Celsius (61°F).
