Water Resource Conservation: New Payment Calculation Rules Take Effect

The Russian government, by its decree, has introduced an increasing coefficient of three for water consumption without meters, effective from December 6, 2025. This is done within the framework of implementing the provisions of Federal Law No. 261-FZ of November 23, 2009, «On Energy Saving and Improving Energy Efficiency.» The coefficient increase has been gradual since 2015.
The increasing coefficient applies to the payment for water supply services if an apartment lacks a meter, or if it is unverified or faulty.
Calculation is made based on the norm per number of residents, taking into account the increasing coefficient. The increase in the coefficient from 1.5 to 3 is intended to encourage residents to install meters. The goal is resource conservation, paying only for the water actually consumed.
Consumers should pay close attention to meters with expired verification periods. Such meters are de jure not accepted for accounting, and calculation is done based on the norm with the increasing coefficient. Information on verification periods is indicated in the meter passports, in the personal account on the RKS-Samara website, and in receipts.
