Volgograd to revise drone victim compensation process

Volgograd city deputies plan to change the procedure for compensating residents affected by downed drones, but they do not intend to adjust the payment amounts yet.

Deputies of the Volgograd City Duma plan to change the previously approved procedure for payments to citizens whose health or property was damaged by the fall of downed unmanned aerial vehicles (UAVs) or their debris. However, the deputies state that they do not plan to revise the amount of monetary compensation at this time.

Recall that the regulations were adopted by deputies at a meeting on 17 December 2025. According to the established procedure, city residents are entitled to compensation after UAV attacks for each of the following four points:

  • for complete or partial loss of essential property — no more than 78,375 rubles (approximately $871 at current rates) for partial and no more than 156,750 rubles (approximately $1,700) for complete loss;

  • for damage to a residential premises located in Volgograd — no more than 1,000,000 rubles (approximately $11,100);

  • for damage to a privately owned and registered vehicle — no more than 75,000 rubles (approximately $833);

  • for harm to health — no more than 50,000 rubles (approximately $556).

The final compensation amounts have sparked considerable debate: many Volgograd residents, judging by comments, considered them insignificant. For example, for a damaged car, the owner will receive no more than 75 thousand rubles, and for an injury — no more than 50 thousand.

As clarified by the press service of the Volgograd City Duma, the changes will only affect the formal part of determining payments. Currently, damage assessment is handled by district commissions, but now they want to assign this duty to the city.

— District commissions will accept applications and work with people. And city commissions will be directly engaged in assessment and calculation of payments, — said the city duma.

According to the agenda, the decision will be considered at a meeting on 28 January, following the discussion of amendments to the regulations on local taxes in Volgograd.
