Three Krasnodar Construction Projects Remain Incomplete for Years

According to official data, three high-rise buildings in Krasnodar, Russia, have been listed as problematic for over a year, with promised completion dates repeatedly pushed back.

According to the Unified Information System for Housing Construction, in Krasnodar in January 2026, three buildings are on the list of problematic houses. The same ones that were there a year ago and were promised to be completed in 2025.

‘At the beginning of 2025, the Unified Register of Problematic Objects contains 3 objects: residential complex Luch, residential complex Zarya section 1, residential complex Anit-City,’ said Mayor Yevgeny Naumov in his report for 2024 last February.

A year has passed, but the construction has not been completed. These three houses are still in the register, and what exactly went wrong is unknown. It is worth noting that some buildings, such as the Skala residential complex on Severnaya Street, are also still not finished, but due to legal nuances, this house is not on the list of problematic ones.

What is known about the long-term constructions?

Residential Complex Luch

The house at Solnechnaya Street, 18/5, with 26 floors, began construction in 2015, with completion promised by the end of that year. In 2020, the house was transferred to the Fund for the Protection of Shareholders« Rights of Kuban, and initially, work was planned to be completed in the second quarter of 2024.

Previously, 93.RU said that ‘construction is on schedule, according to the roadmap.’ However, the house was not completed in 2024 or 2025. Now, in the Unified Register, new deadlines are set for the second quarter of 2026.

232 people are waiting for apartment keys. Judging by the photos, work is still underway—at least, externally the buildings look different.

Residential Complex Zarya

This long-term construction is located at Montazhnikov Street, 1/2. It also began construction in 2015, with the same developer as residential complex Luch. More about it can be read in this article. 267 defrauded shareholders are waiting for their apartments.

The object was planned to be handed over in the second quarter of 2024, then in 2025. Now, the completion date is set for the second quarter of 2026. However, judging by the photos, externally nothing has changed in a year.

At the same time, the register«s website monthly publishes photos of work at this residential complex. Most shots are taken inside and close-up, so what exactly was done there over the last year is unknown.

Residential Complex Anit-City

The residential complex at Mitrofan Sedin Street, 131 began construction in 2009. After 10 years, the developers went to prison for fraud, but the houses were never delivered. Shareholders of the second section were decided to be given compensation, while the first section was taken over by the Fund for the Protection of Shareholders« Rights of Kuban for completion. Completion was planned for the fourth quarter of 2024, then 2025, but deadlines are repeatedly postponed. On the Dom.rf website, the handover is still listed for the fourth quarter of 2025, but work is still ongoing. One of the builders told 93.RU that the house is ready: all major work has been done, now workers are improving the territory and finishing the children«s playground.

The main problem is that the contractor refuses to pay for additional work, according to the builder. For example, if a door was replaced or other defects were fixed from the old contractor—a lot of such issues have accumulated, but the Fund does not pay.
