Samara Dormitory Residents Await Repairs Until 2051

Residents of the dormitory on Novomolodezhny Lane in the Samara settlement of Sotsgorod find themselves trapped between a crumbling building and the absurd plans of the authorities. According to them, the building is gradually turning into ruins, but the major repairs that were supposed to save it have been postponed for a quarter of a century.

They point to the critical condition of the facade and foundation, which threaten safety. Meanwhile, many families, including children, are officially registered in this emergency premises, but in fact are forced to rent other housing, as staying in the dormitory has become dangerous.

Demolish or repair: where to draw the line?
The response from the management company and district administration only deepened people«s despair. According to the official notification, major repairs of the foundation and facade are planned only for 2049–2051. Such a deadline, postponed more than 25 years into the future, residents consider inadequate and not matching the urgency of the situation, as the house is collapsing before their eyes.
Now the dormitory residents face a difficult choice: to continue fighting for the inclusion of the house in an earlier repair program or to resign themselves to the prospect of living for another two decades in conditions that the authorities officially recognize as emergency, but are in no hurry to fix.
Reaction to Inaction
The day after the publication of the terrible photos from the dormitory online, the situation was noticed by the Investigative Committee of Russia. Alexander Bastrykin ordered the initiation of a criminal case based on information about the violation of the rights of residents of the apartment building.
«The load-bearing structures of the building constructed in 1966 are deteriorating, cracks have formed in the floors. Despite the existing violations, the structure has not been declared emergency, the conduct of major repairs of engineering systems is planned no earlier than 2029, and of the foundation and facade — in 2049–2051,» reported the Investigative Committee of Russia.
In connection with this, the head of the Investigative Department of the Investigative Committee of Russia for Samara Region, Pavel Oleynik, was instructed to initiate a criminal case and report on the preliminary and final results of its investigation. The execution of the instruction is under control in the central apparatus of the department.
