Saint Petersburg to Amend Floating Objects Legislation

The government of Saint Petersburg plans to introduce changes to legislation in 2026 to regulate the sphere of floating objects. This decision is linked to the results of an inventory conducted after the incident with houseboats in Galernaya Harbor.

Vice Governor Alexei Korabelnikov stated during a TASS press conference on January 22 that the authorities intend to change legal norms concerning objects on water.
According to him, the inventory conducted by the city government last year revealed systemic problems in this area. The work was initiated amid proceedings concerning illegal «floating houses» in Galernaya Harbor.
Korabelnikov explained: «Last year we conducted an inventory. We see that there are some problems in this sphere. Some entrepreneurs do not fully understand their responsibility. This year we have to define the rules of the game, adjust the legislation, so that our city looks respectable on the water.»
As a result of the inventory, 103 floating objects were recorded in the city«s water area, including:
  • 44 pontoons;
  • 21 landing stages;
  • 18 sites for yacht clubs;
  • 10 piers;
  • 7 special fleet sites;
  • two filling stations;
  • one helicopter pad.
The vice governor added that this work is part of a comprehensive program to improve water bodies and enhance water quality in Saint Petersburg.
