Prosecutors Win Back Cape Andreyeva from Company Linked to Lawmaker

It is unclear whether the company«s representatives will file an appeal.
The Arbitration Court of Primorsky Krai has invalidated the deal that transferred rights to Cape Andreyeva to the company «Odyssey», which is linked to Dzhambulat Tekiyev, a deputy of the Legislative Assembly of Primorsky Krai. The court«s press service informed a VLADIVOSTOK1.RU correspondent about this.
LLC «Odyssey» is a resident of the free port of Vladivostok, established in February 2019. Its main activity is working with hotels and other temporary accommodation facilities.
The company«s first founders were Robert Idrisov and Irina Pesotskaya, but since 2024, 100% of the assets have been owned by Ksenia Kiselyova. She is also the executive director of the construction companies »Eagle International Hotel« and »Antares-Estate«, which belong to Dzhambulat Tekiyev.
In 2024, «Odyssey» incurred losses of 7.2 million rubles (approximately $103,000 at current rates), and the company«s balance sheet shows 1.1 million rubles (approximately $16,000).
The high-profile case began back in 2019. At that time, «Odyssey» rented a plot on Cape Andreyeva, and in 2024 it was divided and the central part of 9.1 hectares was transferred to the company«s ownership. The company»s representatives announced plans to build a water sports center.
Construction of the facility never began, but residents of the Khasansky District raised the alarm, and then the prosecutor«s office also took notice of the situation. The agency filed a lawsuit with the Arbitration Court, believing that the deal should be invalidated because the land was transferred without a tender, and the company did not have a construction permit and did nothing with the territory.
The lawsuit targeted not only «Odyssey» but also the administration of the Khasansky District — it was expected that the company would return the land, and the authorities would return the money received for the transfer of rights.
As a result, on 28 January 2026, the Arbitration Court of Primorsky Krai fully granted the prosecutor«s claim. The case documents have not yet been published, and »Odyssey« has the opportunity to challenge the decision, which has not yet entered into force.
