October District 2025 Report: Changing Leaders Twice Unacceptable

The head of the district administration shared the results of the year and revealed future plans.

Yesterday, January 29, the new head of October District in Novosibirsk, Dmitry Kolpakov, reported to deputies, businessmen, and municipal institution employees on what happened over the year. The official himself has been in office since November; the previous head led the district for a year and a half. According to Dmitry Kolpakov, the period was eventful, but the report turned out to be rather dry. NGS attended the new head«s report. District Head«s Report

Thanks to the «ParkNet» system, the administration managed to collect 1.3 million rubles (about $14,400) from violators in 2025. In 2024, without the special system — 404,000 rubles.

About a hundred people gathered for the meeting dedicated to the results of the social and economic development of October District in 2025 and plans for the next three years. All were representatives of organizations operating in the district, officials, and deputies. The event traditionally began with the national anthem. Some of those gathered were so overzealous that they stood up early, before the announcement and the appearance on stage of the children«s group performing the anthem.

«A false start,» laughed those who stood up early.

Immediately after, the head of October District, Dmitry Kolpakov, took the stage. Greeting everyone, he said the year had been eventful, which meant the report would be long, so he advised everyone to be patient. According to the head of the administration, the district played an important role in forming the city budget«s revenues. Among the main sources are corporate profit taxes, personal income taxes, and revenue from municipal property rentals.

The district is home to 30 large industrial enterprises and 520 trade and public catering businesses. The trade turnover, Dmitry Kolpakov noted, amounted to 551 million rubles (about $6.1 million) for the year, a 10% increase from 2024. He said this happened due to the opening of new trade enterprises, the development of electronic sales platforms, and delivery services. The average monthly salary was 65,000 rubles (about $722). For comparison, the average salary in Sovetsky District is 109,000 rubles.

Speaking about social facilities, Dmitry Kolpakov noted that two new clinic buildings were constructed and opened in the district: on Proletarskaya Street and on Vitaly Potylitsin Street. The building of Primary School No. 19 was restored: only the load-bearing structures remained from the old building, everything else was replaced; School No. 32 was put into operation after a major renovation. The number of students in the district«s institutions also increased, though only by 0.6%.

For about 10 minutes, the district head listed the successes of schools and kindergartens in various competitions. This significantly tired the audience — listeners yawned from one side, then the other. One of the most unusual achievements, which amused the hall, was that School No. 220 became the winner of the all-Russian school canteen competition.

Administration employees were engaged in beautification, cleaning, and repair of roads and sidewalks, Dmitry Kolpakov continued. In total, more than 73,000 square meters of road surface were repaired, spending over 86 million rubles (about $955,600) on it. The district head did not name the most expensive and lengthy sections but noted that after the introduction of a high-alert regime, a section on Vybornaya Street was repaired. The district spent about 19 million rubles (about $211,000) on green spaces and lawn restoration, with special attention paid to Bolshevistskaya Street.

According to the head of the administration, October District is a leader in construction. In 2025, 20 buildings with 4,000 apartments were put into operation. Among the stable developers, Dmitry Kolpakov noted DomStroy Group, Brusnika Group, Krasnoobsk.MontazhSpetsstroy (which, however, is in the process of liquidation, but the head did not mention this), and SMSS Group.

The deputy heads of the administration also reported on events held in the territory, largely of a patriotic nature. Deputy for Economy and Revenues Artur Pozhitnov spoke about the dismantling of illegal metal garages; most often, objects are demolished near educational institutions. In total, 288 illegal garages were identified in 2025, of which 252 were dismantled. Officials also dealt with the district«s external appearance: specialists checked 300 objects, and it turned out that 105 of them did not meet the requirements.

First Deputy Head of the Administration Zhanna Golikova outlined another important area — the fight against «auto-hooligans» (parking violators). Last year, the district purchased the «ParkNet» system to record violations; 1.3 million rubles (about $14,400) were collected from violators.

Plans for the Three-Year Period

The head of October District said that from 2026 to 2028, officials will continue to help participants of the special military operation (SVO) and their families, people with disabilities, the elderly, and low-income families. Among the innovations is the creation of a club of 10 families ready to take in children whose parents are in a difficult life situation. It is also planned to monitor children on the register more intensively; at least 600 people will be taken under control.

The administration will continue to work on lawns: plans include improving at least 7,500 square meters.

«To ensure control over the quality of soil and seeds used and compliance with technological laying during landscaping work in the districts. To plant at least 800 new trees and species,» Dmitry Kolpakov continued dryly.

Officials, together with police officers and people«s patrols (volunteer patrols), want to continue raids to stop illegal trade. They plan to conduct them no less than once a week in summer and once a month in winter. Officials will monitor illegal construction: it is planned to demolish at least 250 unauthorized structures.

«Tasks cannot be solved without a steadily developing economy. We will continue to strengthen interaction with enterprises,» Dmitry Kolpakov concluded.

Afterwards, they proceeded to award outstanding district residents and enterprise employees. Deputies of the Legislative Assembly, who missed the main part of the event due to today«s session, were also given the floor. Taking the stage, deputy Valery Ilyenko apologized for being late and immediately praised those gathered.

«The elite of October District, the best people, should be in this hall. You are here. Unfortunately, I am not a deputy of October District, but I maintain a connection with the administration. My wishes are: changing district heads twice a year is unacceptable,» stated Valery Ilyenko. «I know Dmitry Viktorovich (Kolpakov — Ed.) from his work in Kirovsky District, I know what he can bring to October District. We should be helpers.»

In addition, the deputy wished everyone success and noted that when adopting the governor«s report, everyone should understand what the district will face in the future. Recall that at the Legislative Assembly session, Governor Andrey Travnikov noted that at the beginning of 2025, everyone understood the economic and budgetary situation would be difficult. The shortfall in profit tax amounted to almost 22 billion rubles (about $244.4 million).

State Duma deputy Renat Suleymanov also spoke, reminding that the Municipal Road Maintenance Department (DEU) is now under the administration«s management, there are some problems with this, but rough patches are a matter of time.
