Kuibyshevsky District to See More Development Near Ushakovka

The Irkutsk city hall has shared plans for developing an area in Kuibyshevsky District near the Ushakovka River.

The Irkutsk city administration has published a project for the comprehensive development of territory for an area near the Ushakovka River in the Rabocheye suburb. The development will affect 22 residential buildings on Barrikad, Zimnyaya, and Kurortnaya streets, of which only six have so far been deemed dilapidated and subject to demolition. Here«s what is known about it.

The document appeared on the administration«s website on January 22. It indicates that the boundaries of the comprehensive development territory (CDT) include a plot of 4.22 hectares. It is planned to be built up with multi-story buildings of nine floors or more.

Moreover, according to the documentation, as part of implementing the CDT agreement, the contractor will need not only to relocate residents and demolish old houses but also to develop a reconstruction project for kindergarten No. 118, increasing its capacity to 140 children. The preschool institution is located on the borders of the plot allocated for residential construction.

Currently, less than half of all houses within the CDT boundaries are recognized as dilapidated. However, as IrCity was told by the city hall, the plot can be allocated for development because the others are «criterial» houses (with a level of physical wear of structures over 50%). A boiler house, which was taken out of operation after the launch of the heat beam in Rabocheye, is also slated for demolition.

It should be noted that developers are actively developing the Rabocheye suburb, including in close proximity to the site in question. For example, on Kurortnaya Street, construction of a club house is underway, and across the road from Zimnyaya Street, the residential complexes «Azimut» and «Predmestye» have already been built (the latter was constructed by the municipal capital construction department).

Among other «neighbors» of the new CDT zone are the datsan «Namzhal Choydobling» (Buddhist temple) and the forensic-biological laboratory of the bureau of forensic medical examination.

The ultimate deadline for the implementation of the large-scale project is set for the end of 2033. However, plans may change: the plot has not even been put up for auction yet.

By the way, another large CDT plot has been designated on the opposite side of Barrikad Street. The developer «Vse Svoi», associated with former candidate for the Irkutsk City Duma Yevgeny Tsapayev, will develop over 126.5 thousand square meters of land on Barrikad, Napolnaya, Zimnyaya, and Tulunskaya streets by 2033.
