In Krasnodar, in the stanitsa of Yelizavetinskaya, a children«s clinic for 150 visits per shift is being built at 46 Novaya Street with massive delays. The medical facility was supposed to be completed by the end of 2024. But to this day, both adults and children are being seen at the old clinic No. 23 next door. What is happening and when the facility will finally open for patients was investigated by 93.RU.

Authorities announced the imminent appearance of the new medical facility under the national project “Healthcare” back in the summer of 2023. The first contract was concluded on June 13 with RemStroyMontazhKuban LLC for 426.4 million rubles (approximately $4.7 million at current rates). Since the contractor failed to meet its obligations, it was decided to replace it. The contract was terminated for improper fulfillment of terms.

RemStroyMontazhKuban was established in 2017. Company shares are equally owned by Yevgeny Stopkin and Nikita Solovyov. Financial data is publicly available only for the end of 2023. The company incurred a loss of 2.4 million rubles (approx. $27,000) with revenue of 393 million rubles (approx. $4.4 million). At the end of 2025, the firm was declared bankrupt.

From the end of December 2023, the construction of the children«s clinic in Yelizavetinskaya stanitsa was under the responsibility of IK GEOS LLC. The contract value was 909 million rubles (approx. $10.1 million).

Engineering Company GEOS was formed in 2003 and is based in Moscow. The company«s founders are Yuri Builov and Sergey Miroshnikov. The main activity is wholesale trade of other machinery and equipment. For 2024, the company»s revenue amounted to 1.6 billion rubles (approx. $17.8 million), with a profit of 4.4 million rubles (approx. $49,000).

In February 2024, the construction was inspected by then Vice-Governor Anna Minkova.

“The facility is complex, first builders need to relocate utility networks beyond the site boundaries. Local residents are eagerly awaiting the new clinic, so we ask the contractor to speed up as much as possible and not miss the completion deadlines,” said Minkova, who insisted that missing targets is unacceptable, as this is a federal national project construction (at the end of 2025, Minkova left the deputy governor position. — Ed.).

“Slowdown of work”

But by September 2024, Krasnodar Mayor Yevgeny Naumov stated: construction is proceeding “with a slowdown of work.”

“The work completion deadline has been moved to July 2025. Construction slowed down due to the relocation of heating and water supply networks,” the mayor summarized.

In March 2025, Naumov visited the construction site again and reported that “the previous contractor failed the task. Now another company is building the medical facility, almost half the work is behind.” Why the official decided to announce the contractor change after more than a year is unclear to us. According to official data from the regional construction department provided to 93.RU, at that time the work was still being handled by IK GEOS LLC.

In May 2025, the mayor of Krasnodar assured that “the pace of construction has increased,” but already in August, Governor Kondratyev arrived at the construction site and again emphasized the missed deadlines.

“The clinic in Yelizavetinskaya stanitsa was supposed to be completed in 2024. Now its readiness is 59%. I ordered to speed up and finish the work by the end of this year, and from March 2026 the clinic should receive children,” the governor firmly stated.

Third time lucky?

2025 came to an end, but construction still hasn«t finished, despite authorities» control and the governor«s personal involvement. The regional construction department told 93.RU that the facility is now 65% ready. That means work progressed by 15% in half a year. The department also clarified that at the end of December 2025, the contract with the second contractor — IK GEOS LLC — was terminated. The company had been handling construction for two years.

“The contract was terminated unilaterally on December 23, 2025 due to the contractor«s improper performance of obligations, which led to a significant violation of established construction deadlines. In the near future, competitive procedures will be held to select a new contract executor,” 93.RU was told by Artem Moiseyev, deputy head of the construction department of the Krasnodar Krai administration.

According to authorities, they now aim to complete construction of the clinic in Yelizavetinskaya in the 4th quarter of 2026. When the medical facility will open is still unclear, the decision depends on the Ministry of Health.

Earlier, 93.RU wrote about what is promised to be done in Krasnodar in 2026. Among the high-profile projects are a school for gifted children, the first regional IT park, and a tram line towards German Village. Deadlines have already been postponed for all three facilities.
