Heating payments to be 'zeroed out' after Rostov TEC-2 accident

Residents in Rostov are still facing cold apartments as the city's TEC-2 power plant operates with only two out of four boilers following a December accident.

After the accident at TEC-2 in Rostov, not all boilers are working. Governor Yuri Slyusar reported this in his Telegram channel.
«In December, we reduced the parameters of the heat carrier for safe operation. Only two out of four boilers are working,» the message states.
Slyusar added that he has ordered the preparation of «zeroing out» payments for the days when heating was insufficient: «The issue is under my personal control.»
In December 2025, more than half of Rostov was left without heating due to a defect at the Rostov TEC-2. At that time, the governor promised that all Rostov residents who received bills for heating that was not actually provided would have their payments recalculated. However, for some, the amounts in receipts even increased.
Rostov residents continue to complain en masse about the cold in their apartments. Previously, Governor Yuri Slyusar gave another explanation for why heating is lacking.
