Rostov Oblast Governor Yury Slusar explained why apartments in the Sovetsky, Kirovsky, Leninsky, and Zheleznodorozhny districts of Rostov-on-Don are cold.

«Due to a sharp drop in air temperature, the parameters of the heat transfer fluid have worsened. The problem is in the equipment, which needs current and major repairs,» Slusar wrote in his Telegram channel.

The governor said that the Rostov Heating Network (RTS) will soon reconstruct the power unit and heating networks, and is currently «implementing a program to improve reliability.» What exactly this program includes was not specified.

A recalculation will be made for all residents whose apartments receive poor-quality heating. They will not have to pay for the days when the temperature was below the standard.

For the past week, Rostov residents have been complaining en masse about barely warm radiators. Rostov Oblast Housing Minister Antonina Pshenichnaya recommended that residents contact the management organizations servicing their buildings. To receive a recalculation, residents must draw up and submit corresponding reports to the RTS.

Earlier, 161.RU reported that a five-story building in the center of Rostov had not had its normal heating restored after an accident at the TETs-2 (Thermal Power Station No. 2) in mid-December. The temperature in apartments can drop to 16 °C (61 °F).
