Dog that attacked man released in Volgograd

A stray dog attacked a man in Volgograd in autumn 2024. The victim claims officials have evaded responsibility for the attack that left him with a permanent injury.

In autumn 2024 in Volgograd, a stray black dog attacked a man near house No. 58 on Universitetsky Avenue.
A nighttime image shows the same dog that was released after the attack.
The victim was taken to a trauma center, where he received medical aid including rabies and tetanus shots, but the function of his injured leg could not be restored.
«The leg healed miraculously, and the treating doctors acknowledged the severity of the injury. It was not possible to fully restore the leg»s function to what it was before this trauma. This is now for life,« the man said.
After the information was published, Alexander Bastrykin, chairman of the Investigative Committee of Russia, took control of the investigation. A criminal case was initiated under the article on negligence (Article 293 of the Russian Criminal Code).
According to the victim, the investigation is being delayed, and the officials responsible for the catch-neuter-vaccinate-release (CNVR) program have not been punished. «It is the second year of General Bastrykin»s oversight. For the second year in Russia, it remains unknown who is responsible for the injury from a dog bite... And no one has yet answered for the harm done to my health!« he noted.
The dog was captured and placed in quarantine, but then released, deemed non-aggressive. The victim believes the animal has a mental deviation and poses a threat, especially to men.
«The useless and harmful dog was captured and kept again, spending thousands of budget rubles (approximately $100 or more at current rates). And I still haven»t received a kopeck for my injury!« the man added.
He clarified that at the Investigative Committee, he was made to sign a written waiver refraining from filing a civil lawsuit for damages until the criminal case is concluded, which is still ongoing.
In July 2025, the Volgograd Regional Duma passed a law prohibiting the release of dogs caught for attacking humans. Such animals must now be transported to shelters with water provided.
Earlier in Kamyshin, Volgograd Region, a pack of stray dogs fed by a local woman kept the area in fear, attacking passersby.
