Bastrykin Requests Report on Dog Attack in Volgograd

An aggressive pack of stray dogs attacked a man in the Kirovsky district of Volgograd. The chairman of the Investigative Committee, Alexander Bastrykin, has taken the case under personal control.

The chairman of the Russian Investigative Committee, Alexander Bastrykin, instructed the head of the investigative department for Volgograd region, Vasily Semyonov, to report on the progress of the criminal investigation. The case was initiated after a pack of homeless dogs attacked a person in Volgograd.

The incident occurred at the end of last week in the Kirovsky district of the city, at house No. 5 on Rosa Luxemburg Street. A group of five to six aggressive dogs attacked a man who was passing by at that moment.

The victim told journalists:

‘A pack of 5–6 dogs settled near the heating main. There have been many complaints from residents. The dogs are aggressive. The pack appeared about 2–3 months ago. At one point, the whole pack ran towards me. They barked almost right next to me as I walked, and one of the dogs suddenly bit me from behind. Okay, I«m an adult, but we have a gymnasium and kindergartens nearby, with small children—what if they attack them?’

The man also reported that residents have repeatedly contacted the animal control service «Severnoye,» but they cited a queue.

‘At the municipal institution «Severnoye,» they told us they have a queue. They go first to places where people have been bitten. Now I«ll go to the trauma center—to document the bites and get vaccinated. A neighbor also contacted the animal control service; they told him the dogs were caught, but they haven»t gone anywhere, they«re still living there as before,’
he explained.

After the publication of information about the incident, the regional investigative department started an inspection, which escalated into a criminal case. In an official message from the Telegram channel of the Investigative Committee, it is noted that there is a large number of unsupervised animals in the Kirovsky district showing aggression, and residents« appeals have not led to measures being taken for their capture.

Alexander Bastrykin personally instructed Vasily Semyonov to provide a report on the investigation results. Control over the execution of the instruction has been assigned to the central apparatus of the Investigative Committee.
