Bastrykin Demands Report on Volgograd Dog Attack

The head of the Investigative Committee of Russia (ICR), Alexander Bastrykin, demanded a report on the progress of the investigation into the criminal case opened after a pack of stray dogs attacked a person. The incident occurred at the end of last week near house number 5 on Rosa Luxemburg Street.

Recall that a pack of dogs ran up to a passerby and attacked him when the man was simply walking by.

— A pack of 5–6 dogs settled near the heating main. Many complaints from residents. The dogs are aggressive. The pack appeared about 2–3 months ago, — says the victim. — At one point, the whole pack ran at me. They barked very close while I was walking, and one of the dogs suddenly bit me from behind. Well, I«m an adult, but we have a gymnasium nearby, kindergartens, there are small children there, what if they attack them?

The man claims that local residents appealed to the dog catching service, but were told they need to wait:

— At the municipal budget institution «Severnoye» (MBU «Severnoye»), they told us that they have a queue. They go out first to places where people have been bitten. Now I«m going to the trauma center — to record the bites and get vaccinated. A neighbor also appealed to the catching service, he was told that the dogs were caught, but they didn»t go anywhere, as they lived — so they live. In Beketovka, there is a very big problem with dogs, they run around in packs here. Someone even built them a whole shelter.

Later it became known that the regional investigative committee began a check into the fact of the dog attack on a person. As a result, the matter reached the leadership of the investigative agency.

«On the Internet, it is reported about an attack by stray dogs on a man in the Kirovsky district of Volgograd. It is noted that a large number of ownerless animals inhabit the specified territory, which regularly show aggression towards local residents. Numerous appeals to specialized structures have not yielded results, measures to organize catching are not being taken,» says the message published in the Telegram channel of the investigative agency. «In the Investigative Department of the Investigative Committee of Russia for the Volgograd Region, a criminal case has been initiated. The Chairman of the Investigative Committee of the Russian Federation, Alexander Ivanovich Bastrykin, instructed the head of the Investigative Department of the Investigative Committee of Russia for the Volgograd Region, Vasily Ivanovich Semyonov, to report on the progress and results of the investigation of the criminal case. The execution of the instruction is under control in the central apparatus of the agency.»
