Aquathermal Complex with Aquapark Planned in Murmansk

Preparations continue in Murmansk for the construction of a large aquathermal complex with an aquapark. The new facility is planned to be built in the Podgornaya Street area. The project is being implemented under a concession agreement between the government of the Murmansk region and an investor. It is currently undergoing state examination. This was reported to journalists at 51.RU by the Ministry of Arctic Development and Economy of the Murmansk Region.

The development will feature additional infrastructure such as parking, restaurants, and a fitness center.

Project Stage and Construction Start Date

As reported by the Ministry of Arctic Development and Economy of the Murmansk Region, the design and estimate documentation for the aquathermal complex is currently undergoing state examination at FAU Glavgosexpertiza of Russia (the Federal Autonomous Institution for State Expert Review).

A positive conclusion is expected in the first half of 2026. The timeline depends on the assessment of complex technical solutions, as the facility is categorized as large and technologically complex.

After receiving approval from the examination, the investor will be able to proceed with construction and installation work. According to the terms of the concession agreement, construction will take 24 months from its start.

Investor and Project Cost

The investor is the special project company LLC «City Resort Murmansk». It was created by the federal network of thermal complexes «Termoland», which is developed by the group of companies «Osnova».

To date, the «Termoland» network includes 15 complexes with a total area of about 140,000 square meters. They already operate in Moscow and the Moscow region, as well as in major Russian cities — St. Petersburg, Krasnodar, Yaroslavl, Novokuznetsk, Penza, and Orenburg.

The total investment in the Murmansk project will be at least 2.9 billion rubles (approximately $32 million at current rates). Financing will be provided through an infrastructure budget loan and the investor«s own funds.

What Will Appear Next to the Aquathermal Complex

The project includes the creation of accompanying infrastructure. Next to the aquapark and thermal complex will appear:

  • a parking lot for visitors,

  • dining facilities,

  • a fitness and wellness center.

Ecology and Safety

Prior to the start of project implementation, an environmental impact assessment was conducted. Specialists from the Federal State Budgetary Institution «Main Basin Administration for Fisheries and Conservation of Aquatic Biological Resources» studied the possible impact of construction on aquatic bioresources and their habitat.

Currently, the assessment materials are being coordinated with the Severomorsk Territorial Administration of Rosrybolovstvo (the Federal Agency for Fisheries).

To begin construction, the investor needs to obtain a construction permit. This will be possible after a positive conclusion from the state examination of the project documentation.

How Authorities and Investor Will Interact

During the project implementation phase, close interaction is planned between the investor, relevant departments, and municipal authorities. To resolve working issues, joint meetings, on-site visits to the object, and other forms of cooperation are possible.

Recall that, according to forecasts, the complex will be visited by about 500,000 people annually, and the invested funds are planned to be recouped within 12 years.
