Surgut Plans Two New Schools, But Must First Acquire from Developer

Two new schools are set to open in Surgut in the new academic year.
The developer of the Poyma-5 district (Georgievsky Residential Complex) and Maryina Gora in Surgut completed two schools, each with 900 seats, and two kindergartens at the end of last year. City authorities are now discussing with the district how to put them into operation.
«Currently, the issue is being worked out at the city and district level that we will first lease them with subsequent purchase of the buildings,» said Ivan Sorich, director of the Department of Architecture and Urban Planning. «Certainly, we understand that by the start of the school year, September 1, the schools must be equipped not only with staff but with all necessary additional inventory. The equipment that was specified in the technical assignment has been completed by the developer.»
According to Sorich, neither the city nor the district can buy the ready schools from the developer overnight, as the objects are expensive. Who will pay the rent has also not been decided yet.
«Naturally, the sooner we finish working out these mechanisms, the sooner we will proceed to implement the measures. We perfectly understand that the developer spent its own funds, fully took on the obligations without involving district or local budgets. Accordingly, of course, we will not delay the procedure for purchasing these objects,» said Sorich.
Also, as of today, the construction of schools is planned in microdistricts 16A, 24, and 30A in Surgut.
«Currently, procurements and design are being worked out. For example, in microdistrict 16A, a standard school cannot be built, as it is a long-built-up area. An individual project is needed, which the district is currently working on,» said Sorich. «For microdistrict 30, a procurement was posted, but no one applied. Now they are reviewing the terms for additional financing, and we will repost it.»
As of today, the authorities of Surgut have officially terminated concession agreements for the construction of schools in microdistricts 5A and 38. For microdistrict 20A, the termination process is also underway.
These educational institutions will be completed by the district. Up to three years are allotted for each object, as their degree of readiness varies.
Earlier we reported that residents of Surgut are against the development of the Poyma-4 district with high-rises. Citizens intend to defend their interests even in court.
