Why Microloan Borrowing Halved in Kurgan Oblast

In Kurgan Oblast, microfinance organizations (MFOs) issued half as many loans from January to September 2025 compared to the same period in 2024. This was reported by 45.RU citing the Kurgan Branch of the Ural Main Directorate of the Bank of Russia.
Residents of Kurgan Oblast concluded 39,000 credit contracts in the first nine months of last year, a 5% increase from 2024. Despite this, the average loan amount decreased. If it previously amounted to 44,000 rubles (approximately $440 at current rates), now it has dropped to 16,000 rubles (approximately $160 at current rates). The reason for this is the implementation of limits aimed at restricting residents« over-indebtedness.
In 2026, new restrictions will come into effect for MFOs. Now, to obtain a new microloan, individuals will need to officially confirm their income. Starting in April, the maximum overpayment must not exceed 100% of the loan amount, down from the current 130%. Also, from October, the number of loans issued to a single person will be limited.
