What Payments Await Russians Who Never Worked

Even for individuals who have never been officially employed, payments are available. This pertains to the social old-age pension. Details were provided by Senator Natalya Melnikova, former head of the Social Fund branch in Pskov Region.

‘A citizen who has never worked, meaning they have no work history or individual pension coefficient, is granted a social old-age pension five years later than the insurance old-age pension (for women at 65, for men at 70). The amount of the social pension is a fixed sum that is indexed annually. From 1 January 2026, it will be 8,824 rubles (approximately $88 at current rates),’ the senator noted.

According to Melnikova, if the social pension amount does not reach the subsistence minimum, a supplemental payment is provided. It allows the pension to be raised to the level of the subsistence minimum established for pensioners in a particular region.

The subsistence minimum (SM) is a monetary valuation of the minimum set of food, goods, and services necessary for maintaining health and ensuring human vital activity. It serves as the main criterion for assessing need and determines eligibility for many social payments.

‘The supplemental payment will be established if the pensioner does not work,’ the senator explained in a conversation with RIA Novosti.

Meanwhile, those who have worked can receive increased payments this year. The value of one pension coefficient will be 156.76 rubles (approximately $2 at current rates), and the amount of the fixed payment will be 9,584.69 rubles (approximately $96 at current rates).
