State Duma Proposes 13th Pension and Quarterly Increases for 2026

In Russia, they propose introducing additional payments for all pensioners. It is about the 13th pension. More details were shared by State Duma deputy Sergei Mironov.
«The 13th pension is a deserved and very necessary gift for pensioners who support the president and the special military operation. Such a payment will help compensate for the lag of pensions from the level of real inflation,» the parliamentarian believes.
It is assumed that by the New Year, every pensioner in Russia will receive a supplement equal to the old-age insurance pension, but not less than 1.5 times their subsistence minimum. In 2026, this amount will be 24,432 rubles (about $244 at current rates).
Ahead of the holidays, many pensioners face a shortage of funds, as they also want to please themselves and their loved ones with gifts. According to Mironov, this is also the aim of another proposal from deputies — on quarterly indexation of pensions.
«We propose to increase pensions not once a year, but every three months... We will strive for both a new approach to indexation and the introduction of the 13th pension,» the parliamentarian summarized in a conversation with RIA Novosti.
