February utility bills in Yaroslavl will contain increased charges.

Residents of Yaroslavl will receive utility bills with increased amounts in February. This follows from tariff increases effective from January 1, 2026.
The Ministry of Tariff Regulation of the Yaroslavl Region explained: «The average index for changes in citizens« payments for utility services is set at 1.7% for all regions of the Russian Federation. This change is due to an increase in the basic rate of value-added tax (VAT) from 20% to 22%.»
The specified index will affect the total payment, which includes charges for:
  • heating;
  • cold and hot water;
  • water disposal;
  • electricity;
  • gas;
  • solid municipal waste (SMW) management.
However, in the sphere of SMW management, there will be no tariff increase. Officials noted: «This is due to the fact that the regional operator for SMW management — LLC «Khartiya» — is exempt from paying VAT.»
VAT is an indirect tax calculated by the seller when selling goods, performing work, or providing services. It is paid on the difference between costs and revenue. From January 1, 2026, the basic VAT rate in Russia increased from 20% to 22%. Simultaneously, the minimum annual income threshold for tax accrual has been reduced: previously it was 60 million rubles (approximately $800,000 at current rates), now — 10 million rubles (approximately $133,300 at current rates).
Additionally, from the beginning of the year in Yaroslavl, tariffs for housing maintenance and current repairs have increased, which will also be reflected in February bills.
In 2026, a second increase in utility tariffs is planned from October 1. It is expected that from this date, payments will increase by an average of 14%.
