In Russia, a set of support measures continues to be in effect for citizens of pre-retirement age. This status, introduced in 2019 as part of the pension reform, is designed to support those who are a few years away from retirement. The main innovation in 2026 is the automatic notification of citizens about the assignment of status, which simplifies access to benefits. Who is considered a pre-retiree in 2026

A pre-retiree is a citizen who is five years or less away from receiving an old-age insurance pension.

In 2026, women born in 1967 (at age 59) and men born in 1962 (at age 64) will retire. Accordingly, pre-retirees are considered to be:

  • women born before 1972 (from age 54);

  • men born before 1967 (from age 59).

The status can be acquired earlier for those eligible for early retirement: workers in hazardous industries, medical professionals, teachers, residents of the Far North, mothers with many children (with three or more children), and parents of disabled children.

What advantages do pre-retirees have

Benefits for this category of citizens cover tax, labor, social spheres, and support in case of job loss.

Tax Benefits

Property tax: complete exemption from tax payment for one property of each type (apartment, house, garage, utility building up to 50 sq. m, creative workshop).

Land tax: a tax deduction equal to the cadastral value of 600 square meters (6 sotkas, or 0.06 hectares) of a land plot. If the plot does not exceed this area, the tax may not be charged at all.

To receive the benefit, it is necessary to submit an application for its provision in person at the tax authority or on the website of the Federal Tax Service (FTS).

Labor Guarantees and Employment Support

Protection against dismissal: unjustified refusal to hire or dismissal due to age is prohibited. For such actions, the employer may face criminal liability under Article 144.1 of the Criminal Code of the Russian Federation.

Days for medical check-ups: the right to two paid working days annually for undergoing a preventive medical examination.

Increased unemployment benefit: if a pre-retiree, with at least 26 weeks of service in the last year, registers with an employment center, the benefit amount is calculated as a percentage of average earnings:

  • first 3 months — 75%;

  • next 4 months — 60%;

  • thereafter — 45%.

The maximum amount from 1 February 2026 is 16,067 rubles (approximately $179 at current rates).

Free retraining: the opportunity to take advanced training courses or professional retraining as directed by the employment service.

Early retirement: if a pre-retiree who has lost their job (for example, due to layoff) cannot find employment through the employment center, they may be offered to retire two years earlier than the established age if they have the necessary service record.

Social and Legal Guarantees

Mandatory share in inheritance: a pre-retiree (women from age 55, men from age 60), even if not mentioned in the will, has the right to at least half of the share that would be due to them by law.

Right to alimony: can be collected from able-bodied children, former spouses, or other relatives in case of need.

Regional Support Measures

In regions, additional benefits are in effect. For example, in Moscow, for those who have reached the age of 55/60 and have the necessary service record or veteran status, the following are provided:

  1. Free travel on public transport (metro, ground transport, suburban trains) with a social card.

  2. 50% discount on housing and utility services (for labor veterans).

  3. Free dental prosthetics (excluding the cost of precious metals and metal-ceramics).

  4. Free vouchers for spa treatment based on medical indications.

How to confirm status and receive benefits

Starting in 2026, the status is assigned automatically. Information is transmitted to government agencies, so for processing many benefits, it is sufficient to simply submit an application to the responsible authority.

A certificate may be required in some cases, for example, for the employer to arrange days for medical check-ups. It can be obtained:

  1. Online through the personal account on the Gosuslugi portal or the website of the Social Fund of Russia (SFR).

  2. In person, by applying to the client service of SFR or the Multifunctional Center (MFC) with a passport.
