Tatyana Butskaya also demands clarification of the systemic procedure for interaction between guardianship authorities, schools, and the commission in cases where bureaucratic procedures deprive a child of access to education. According to her, a child should not miss school due to a commission’s refusal.

«The whole of Russia has paid attention to this story. This is a terrible disaster, and such things simply should not happen. We thank the Interior Ministry for quickly finding the person responsible for the boy’s death, but it is terrible that this disaster could not be prevented,» the deputy said.

She stressed that she intends to find out how children referred to the commission and who did not end up at school are monitored, and whether denial of access to education is a systemic problem.

It is known that the deceased Pavel came from a large family with six siblings. He did not attend school because, according to his grandmother, he «was not ready.» The boy tried to earn money by washing cars, where a man took him away and later confessed to the murder.

The St. Petersburg Committee for Social Policy said they would prepare a response to the deputy in the prescribed manner. Questions about monitoring the situation in the boy’s family, the committee suggested addressing to the administration of Krasnoselsky District and local guardianship authorities, who have so far refrained from commenting.

Earlier, the St. Petersburg prosecutor’s office also initiated an inspection of the city’s social services in connection with this case.

Inflation at the beginning of 2026 slightly accelerated due to a reconfiguration of the tax system. However, this growth is expected to be short-lived. This was stated by Russian President Vladimir Putin at a meeting on economic issues.

«At the start of this year, inflation, it«s true, accelerated slightly: as of January 26 it stood at 6.4% in annual terms. This is also expected, including due to the reconfiguration of the tax system, including the increase in VAT,» the president noted.

Putin expressed hope that the impact of these changes on prices would be short-lived and that by the end of the year inflation would decline to 5%.

«Expectations are that this period will be short-lived, and by the end of the year inflation should again fall to around 5%,» he pointed out.

The president also stated that the Russian economy must be made more efficient through the creation of modern, well-paid jobs.

«I ask colleagues to pay increased attention to improving the employment structure in the economy. It is important for us to make it more efficient by creating modern, well-paid jobs in sectors with high labor productivity,» Putin said.

On February 3, Russia«s Constitutional Court recognized the right of apartment owners to temporary registration for themselves and close relatives. Local authorities are exempted from the obligation to provide these properties with social infrastructure.

Apartments, popular due to their relatively low price, are legally considered non-residential premises. Until now, registration could not be obtained for them, although living there was not prohibited.

The Constitutional Court ordered lawmakers to amend regulations and, pending such amendments, allowed temporary registration. This allows, for example, enrolling children in nearby schools and kindergartens.

The case was prompted by Andrei Chernyshov, who tried to register his wife Viktoria Piunova in an apartment at the ArtLine complex in Primorsky, St. Petersburg. The migration department refused, citing the non-residential status of the premises.

Piunova challenged the refusal, arguing that the apartment is an accommodation facility. The courts supported the police, stating that the registration application must come from the hotel administration, not the owner.

In their complaint to the Constitutional Court, the apartment owners noted that the ban on registration forces citizens to register not at their actual place of residence or deprives them of that opportunity.

In late January, the Russian Interior Ministry initiated a bill allowing registration in accommodation facilities, including apartments. To do so, the owner must certify the property as a hotel, include it in the Unified Register, and comply with standards, such as having a sign and a telephone in the room. The ArtLine complex in Primorsky is not listed in the register.

Evgenia Mironenko, general director of RBI PM, explained: “We, as a hotel operator, act as the host party. And in this capacity, we have the right and obligation to register guests — both for short-term and long-term stays.”

Alexander Ruzhinsky, executive director of the Interregional Association of Apartment Hotels, noted: “But in, say, rental apartment buildings, on the contrary, it is logical. However, they are currently not in the regulatory field — this is a gap.”

The press service of developer SeltGroup said that for apartments sold as housing, the Constitutional Court«s decision will increase attractiveness, but for serviced apartments it may create confusion about responsibility for registration.

The Constitutional Court stated that apartments are in fact used for residence, and the ban on registration restricts citizens« rights. The court ordered the government and parliament to amend the legislation.

Registration is allowed only at the place of stay (temporary), while permanent registration is excluded to maintain the distinction between residential and non-residential premises.

Lawyer Sergei Sergeev from the Yakovlev & Partners group said: “The Constitutional Court has eliminated one of the strangest disproportions. Until now, both owners and tenants were fined for lack of registration, while registration itself was refused due to the status of the premises.”

The Constitutional Court also noted socio-economic aspects: apartments are built according to simplified standards, allowing developers to save on infrastructure and sell them cheaper. However, owners pay higher taxes and utility bills without benefits.

For example, in St. Petersburg, the apartment tax is 0.5% of cadastral value, while for flats it is 0.1%. Also, owners do not receive benefits for heating payments.

Temporary registration does not oblige authorities to create social infrastructure, but children gain the right to education in local institutions. Adults do not acquire additional social privileges, and registration is not required for enrollment in a clinic under compulsory health insurance (OMS).

Earlier, in 2011, the Constitutional Court allowed permanent registration in buildings on garden plots if they are suitable for habitation. In 2021, a bill on regulating the status of apartments was introduced in the State Duma but was rejected.

By the end of 2025, about 47,000 apartment-hotel rooms are under various stages of construction in Russia, accounting for 13% of the hotel stock.

St. Petersburg remains the market leader with 62 complexes containing 9,100 rooms. Krasnodar Krai accounts for 27% of the market, and Moscow for 16%.

A tragic accident claimed the lives of four people in the Belebeyevsky District of Bashkortostan, the republic«s emergency services reported. The incident occurred on the highway between the villages of Bulanovka and Slakbash, where a KAMAZ tanker truck and a Lada Granta collided.

It is known that the deceased are three passengers and the driver of the car. At the time of publication, the traffic police (GAI) reports that their identities are being established. If the agency releases new information about the incident, we will update the article.

As seen in the footage, the Lada was severely deformed after the impact. Rescue workers extracted the bodies from the crushed vehicle using special equipment.

A butterfly emerged from a chrysalis in space for the first time

Scientists have successfully conducted the first-ever experiment on the full life cycle of a living organism in space: a butterfly emerged from a chrysalis in orbit. The experiment was carried out by specialists from Chongqing University, proving the possibility of complex biological processes under microgravity conditions.

The chrysalis was placed in a compact sealed module with its own closed ecosystem, where plants produced oxygen and microorganisms processed waste. This container, weighing 8.3 kilograms (18.3 lb), was launched on a Kuaizhou-11 rocket on December 13, 2025. After hatching, the butterfly was able to move freely and flap its wings in zero gravity.

Project developers note that the experiment«s success is an important step in confirming the feasibility of complex life support systems for long-term human presence beyond Earth. In the future, the team plans to study the resilience of such a system during long-term operation in orbit.

Doctor lists external signs that may indicate serious illnesses

Persistent dry skin, brittle nails, red eyes, and even slouching may not be cosmetic defects or habits, but external signs of serious diseases. Alexander Novikov, a therapist at Poliklinika.ru, told Lenta.ru.

The specialist explained that skin peeling often indicates iron deficiency, vitamin deficiencies, or thyroid problems; a yellowish tint warrants a liver check; and pallor and rashes in adults may indicate anemia or hormonal imbalance. Brittle nails and hair loss often signal iron or vitamin D deficiency, while red eyes without infection may point to autoimmune disorders.

Also, according to the doctor, slouching, stiffness of movement, and an unsteady gait can indicate health problems, being signs of chronic pain, depression, or neurological disorders.

At what age do people develop cancer?

People in Russia are diagnosed with cancer at an average age of 65, a figure that has increased slightly in recent years. This was reported by oncologist Ali Mudunov, president of the Russian Society of Head and Neck Tumor Specialists, head of the head and neck oncology department at the Lapino Clinical Hospital, and professor of the Russian Academy of Sciences.

«The average age for cancer incidence has not increased much over the past few years, by about one year, and is now around 65,» Mudunov said, as quoted by TASS.

Constitutional Court allows temporary registration in apartments

Russia«s Constitutional Court has allowed owners of apartment-type premises (apartments) to register themselves and their relatives there. The ruling, effective from February 3, concerns registration at the place of stay (temporary registration) for personal and family needs.

However, the court upheld a key restriction: permanent registration (registration at the place of residence) in non-residential premises, which include apartments, remains impossible. Legally, they remain non-residential stock, and for temporary registration, the developer, as before, must have hotel status («hotel operator»), through whom the procedure is carried out.

The reason for appealing to the Constitutional Court was the police«s refusal to register Victoria Piunova, the owner»s wife, in a St. Petersburg apartment. The court ruled that the impossibility of registration in apartments restricts constitutional rights and ordered lawmakers to amend the laws.

When can being late for work become grounds for dismissal?

Being late for work can lead to dismissal if the employee is absent for more than four hours. Such absence is considered truancy, which is a legal ground for terminating the employment contract. This was reported by Evgeny Masharov, a member of the Public Chamber of the Russian Federation«s Commission on Public Expertise.

«Lateness of up to four hours cannot be grounds for dismissal. However, if an employee is absent for more than four hours, it is considered truancy,» the expert explained in an interview with RIA Novosti.

He added that for regular lateness, the employer has the right to impose a disciplinary penalty — a reprimand or a warning.

Masharov emphasized that the Russian Labor Code directly prohibits fining employees. The only legal measures are disciplinary sanctions. An employer can withhold bonuses (de-bonus) only if this is provided for by the company«s internal documents.

An employee from whom money was illegally withheld for lateness has the right to demand its return through the labor inspectorate, prosecutor«s office, or court. For imposing such sanctions, the employer may face an administrative fine:

• from 30,000 to 50,000 rubles ($300 to $500 at current rates) for legal entities;

• from 1,000 to 5,000 rubles ($10 to $50 at current rates) for individual entrepreneurs;

• from 1,000 to 5,000 rubles ($10 to $50 at current rates) for officials of the employing organization.

Banks tighten rules on renting out mortgaged apartments

Major Russian banks have begun tightening conditions for mortgage clients. Loan agreements increasingly include the requirement to coordinate rental with the bank and the lender«s right to conduct unannounced inspections of the mortgaged property, Izvestia reported.

Now most banks explicitly require written consent to rent out the apartment, even to relatives. Contracts also stipulate the right of credit institutions to conduct on-site inspections of the housing condition without prior notice. Particularly strict rules apply to apartments purchased using maternity capital: obtaining permission to rent them is almost impossible, as it contradicts the program«s purpose.

The positions of credit institutions vary: some claim loyalty, others are actively tightening policies. Experts link these measures to the growing share of buyers who view mortgaged real estate as a source of income and a general increase in overdue debt. According to estimates, about 95% of all rental housing in Russia is rented unofficially, with a significant portion being mortgaged apartments. For banks, the main risks are deterioration or loss of collateral, as well as problems with its sale in the event of eviction of tenants living there.

Violation of the new rules threatens owners not only with fines but also with a demand for early repayment of the entire loan. Tenants of unofficially rented housing risk losing the apartment and compensation if the bank seizes it from the owner. Experts advise borrowers to carefully study the terms of the contract, and tenants to check the apartment for encumbrances.

Family mortgage proposed to be extended to pregnant women

The state support program «Family Mortgage» has been proposed to be expanded, allowing loans to be issued from the seventh month of pregnancy. This initiative was put forward by Kaplan Panesh, deputy chairman of the State Duma Committee on Budget and Taxes.

According to the deputy, this will help families obtain housing precisely at the time of greatest need — with the arrival of a child, TASS reports. Currently, the program is available only to families with already born children.

Key proposals include two new conditions:

1. Access from the seventh month of pregnancy to be able to welcome the child in new housing.

2. Installment plan for the down payment (at least 20% of the cost) to reduce the financial burden at the start.

Implementing the new rules will require additional legal regulation, including the procedure for confirming pregnancy and a mechanism for phased contribution payments. Currently, the rate for the «Family Mortgage» is 6%, and from February 1, 2026, both spouses are required to act as co-borrowers.

Oncologist warns of danger of paracetamol overdose

The popular painkiller paracetamol can pose a serious threat to the liver if used incorrectly. Oncologist Vladimir Ivashkov warned on his Telegram channel about the need to strictly follow the dosage.

The doctor noted that paracetamol is the leading cause of acute liver failure in developed countries. According to research, overdose of this drug causes about 50% of all acute liver injury cases in the United States and the United Kingdom.

For adults, the maximum daily dose is 4 grams (8 tablets of 500 mg) with an interval between doses of at least 4–6 hours. The course without medical consultation should not exceed 5 days.

Liver damage can begin with a daily intake of 7.5–10 grams. For people with liver disease, those who consume alcohol, or those who are debilitated, the risks are higher even at lower doses.

The hidden danger is that paracetamol is a component of more than 600 combined cold medications. This easily leads to accidental overdose if several drugs are taken simultaneously.

The doctor recommends special caution in cases of liver and kidney diseases, during pregnancy, when consuming alcohol simultaneously, and when treating children, where the dose should be calculated strictly by weight, not by age.

People do not always see a doctor on time, even with symptoms that directly indicate the development of a malignant process. Changes in well-being are often attributed to fatigue, stress, and illnesses “like everyone else.” As a result, oncological diseases are often detected at late stages, directly affecting mortality rates. That is why it is so important to undergo regular check-ups and not delay seeing a doctor, even if symptoms seem minor.

Staff of the Peterhof State Museum-Reserve announced on February 3 that professional ski trails have been opened in Alexandria Park. The trails can be used free of charge. Their locations will soon be displayed in the 2GIS and Yandex Maps applications and websites.

Three main trails have been prepared for skiing, with lengths of 980 meters, 1,510 meters, and 1,930 meters. The two latter trails, laid parallel, together form another, longest route of 2,500 meters.

The construction of the trails is not only for visitors« leisure. It is planned that they will be used for training and competitions for athletes of the Plamya Olympic Reserve Sports School ski racing section, which currently has 39 members.

In Yekaterinburg, scammers have begun using building chat groups to gain access to residents« personal data. Under the pretext of installing a new free access control system, they ask residents to provide their apartment number and the number of passes needed.

One victim almost became a local resident named Alena. A message about the planned intercom installation appeared in the chat of her building on Soboleva Street. When the woman sent the requested information, she received a call asking her to dictate the code from an SMS — which was actually a login code for the Gosuslugi portal.

Alena realized the mistake almost immediately and went to the MFC, where she restored access to her account. However, afterward she was inundated with threats from the scammer. «Old fool, send it to yourself! It was the code for «Gosuslugi». I«m already downloading your documents, expect a message from the bank about money deduction and loans. Get ready to sell your apartment,» the fraudster wrote.

Despite the intimidation, the woman managed to keep her funds, and no financial loss occurred.

Scammers have learned to infiltrate building chat groups. Their victim almost became Alena, a Yekaterinburg resident. Residents of a house on Soboleva Street received a message that a new access control system was planned. The intercom itself was promised to be free, and the owners were only asked to send their apartment number and the required number of passes.

When residents sent the information, they were asked to provide a code from an SMS. This way, the scammers extracted the code to log into Gosuslugi (the Russian government services portal). Alena also dictated the code, but quickly realized she had made a mistake. The scammers began to threaten her.

«You old fool, transfer it to yourself! That was the Gosuslugi code. I«m already downloading your documents, expect a message from the bank about money transfers and loans. Get ready to sell your apartment,» — wrote the scammer.

The pensioner immediately called her daughter, who came and convinced her to go to the MFC (Multifunctional Center). There, on the same day, she regained access to her account. The scammers simply changed the password but couldn«t do anything – no money transfers or loans. In the end, it ended well, and the woman lost nothing.

The Yekaterinburg police noted that scammers constantly change their methods of deceiving citizens. But despite the sophistication of the fraudsters, you can protect yourself by knowing a few simple rules:

1. Do not talk to strangers on the phone.

2. Do not disclose any personal data or codes.

3. Do not transfer or hand over money.

4. Double-check all information you receive over the phone in person.

The former director of the Department of Property and Land Relations of the Yaroslavl Region has been accused of bribery. According to 76.RU, the defendant in criminal cases under the articles «Receipt of a bribe by an official personally for actions in favor of the bribe-giver, on a large scale» and «Abuse of official powers» is Maksim Frolov.

«According to the investigation, in December 2018, the 51-year-old defendant, who held the post of director of one of the departments of the Yaroslavl Region, by virtue of his official position and acting in the interests of a commercial organization, received an illegal remuneration in the form of mobile phones worth a total of 330 thousand rubles (about $3,700 at current rates). This was for taking actions to eliminate violations in the preparation of auction documentation and to facilitate its conclusion, execution, and even payment,» — the Investigative Department of the Investigative Committee for the Yaroslavl Region reported.

Investigators learned about the bribes during the investigation of another criminal case opened due to Frolov«s abuse of official powers from 2019 to 2020.

«During auctions for the purchase of residential premises for one of the socially vulnerable categories of citizens, which led to the non-utilization of allocated funds and the failure to provide citizens with comfortable housing,» the Investigative Committee said.

The court has now seized property of Maksim Frolov worth more than 10 million rubles (about $111,100 at current rates). The investigation into the criminal case continues.

If Maksim Frolov«s guilt is proven, he faces up to 12 years in prison.

Maksim Frolov was appointed director of the Department of Property and Land Relations in March 2017. Before that, he worked at the Federal Service for Financial Markets and the Moscow City Property Department. From 2013 to 2014, Frolov worked in the Committee for Competition Policy of the Moscow Region, and then headed the Moscow State Unitary Enterprise for Technological Production Integration.

In September 2020, Maksim Frolov left the Department of Property and Land Relations of the Yaroslavl Region. Authorities said he wrote a resignation letter of his own volition.

According to the exercise scenario, a Boeing 777-300 with 360 passengers and 12 crew members made an emergency landing due to technical reasons. Instead, the team consisting of director Roman Kocherzhevsky, multimedia director Gleb Filshinsky, and video artist Igor Domashkevich created a bright and dynamic visual space. This world, baroque in spirit and reminiscent of a fairy tale, appeals to audiences of all ages and likely involved the use of artificial intelligence.

In this meticulously crafted world, created by the studio «Show Consulting», Kocherzhevsky«s directorial task was reduced to positioning singers in ancient costumes on the front stage. Their static poses, reminiscent of ancient Greek vases, were combined with a changing stage relief made possible by the technology of Mariinsky-2. This solution allowed the focus to remain on the vocal parts without disrupting the structure of the opera seria.

On the screens appeared raging waves, flames, drifting clouds, and the mask of Neptune — a reference to Ponelle«s production. A monstrous octopus-like creature appeared, destroying a temple. Thus, all the main elements of baroque theatre were presented: sea, earth, sky, palaces, and gardens.

Explaining the Plot

To make the plot accessible to viewers unfamiliar with the «Iliad», the production team used subtitles explaining the characters« feelings. For example, Ilia»s first aria was accompanied by text: «Ilia doubts that Idamante will return her love. She is certain that Idamante is in love with the Greek princess Electra. She is tormented by dreams of revenge, jealousy, and love.» Additionally, before each act, a curtain in comic book style with illustrations and explanations was lowered. The overture was also accompanied by pictures depicting the backstory of the Trojan War. The design is done in the style of ancient vases, although there are historical inaccuracies, such as the depiction of the Temple of Athena Pallas on Crete.

Musical Performance

Although Valery Gergiev was listed as music director, the orchestra at the premiere was conducted by Gurgen Petrosyan. His performance, prepared in just one rehearsal, was generally successful, although the overture was played at too fast a tempo. The climactic storm scene in the second act did not achieve the dramatic intensity that Gergiev might have provided. The orchestra in «Idomeneo» plays a key role, enriching arias with solo flute, horns, and trombones, creating a through-composed development reminiscent of the influence of Gluck and French opera.

Vocal Parts

The conductor sensitively accompanied the singers, whose parts were well learned thanks to previous concert performances. Ekaterina Savinkova (Ilia) and Daria Rositskaya (Idamante) demonstrated elegant singing and virtuosity. Rositskaya performed the role of Idamante, originally written for a castrato, in soprano. Anzhelika Minasova (Electra) did not fully convey the fury of her character, while Alexander Mikhailov (Idomeneo) sang correctly and looked regal, although his voice lacked brilliance.

Conclusion

The premiere was a success: innovative techniques, including comics and striking visualisation, made a complex opera accessible to a wide audience. The theatre has prepared several casts of performers, promising a long life for the production.

As part of the investigation of the criminal case, opened by the chairman of the ICR Alexander Bastrykin, the investigators of the ICR for Krasnodar Krai have charged 66-year-old former judge of the Central District Court of Sochi, Valery Sluka, with 7 counts of abuse of power and 7 counts of issuing deliberately unjust rulings (Part 2 of Article 286 of the Criminal Code of the Russian Federation, Part 1 of Article 305 of the Criminal Code of the Russian Federation). According to the investigation, from June 23, 2021 to July 8, 2022, Judge Sluka, exceeding his official authority, in violation of territorial jurisdiction, unjustifiably accepted civil lawsuits. Without actual consideration, examination of evidence, and without involving representatives of the defendant and interested parties, he issued seven deliberately unjust rulings, resulting in the illegal removal of land plots in Sochi from municipal ownership.

The appellate court overturned the judge«s rulings and issued new decisions rejecting the claims — the land plots were returned to municipal ownership.

However, a month later, Alexander was found dead.

Colonel of the Criminal Investigation Department in retirement Alexey Rodin specialized in crimes against children for more than two decades. In an interview, he shared his professional view on the psychology of pedophiles, the mechanisms of committing crimes, and safety measures. The conversation took place against the backdrop of the search for 9-year-old Pavel, who disappeared in broad daylight in a crowded place under surveillance cameras. Later, the boy«s body was found in a lake in Leningrad Oblast, and a suspect was detained.

According to the expert, many such crimes are situational. A pedophile may not plan the kidnapping in advance, but under certain circumstances, a genetically determined attraction takes over. «At the moment of realizing the desire, the brain shuts down. He doesn«t think about cameras or consequences,» Rodin explained.

Alexey Rodin is convinced that pedophilia is congenital and an incurable disorder. He cited the words of one convict: «I served 19 years and all those 19 years I dreamed of only one thing — to get out and start committing the same acts again.» The specialist emphasized that the nature of such criminals does not change over time, despite the development of technology.

The penitentiary system, according to Rodin, is incapable of rehabilitating a pedophile. Prison only serves the function of isolation. «As soon as he gets out, in the vast majority of cases, the urge does not go away,» the expert stated. He believes that for the safety of society, maximum long sentences are the most effective.

As for child protection, Rodin named two key skills: screaming loudly and running toward people. «There are situations when you can and should scream loudly. If someone is dragging you — you have every right to yell as if a fire has started,» he noted. The expert advises parents to literally allow children to be «inconvenient» for safety.

A particular danger comes not from strangers but from «own» adults — coaches, teachers, club leaders. «For a child, a coach is almost a demigod,» Rodin stated. In such cases, protection can only come from trusting relationships within the family and the parents« willingness to believe the child. The most vulnerable age, according to the specialist, is from 9 to 12 years.

The expert also addressed the problem of crimes committed by labor migrants. He insists on mandatory fingerprinting and genotyping for all incoming workers, as this speeds up identification. If the perpetrator manages to leave for his home country, obtaining a conviction is extremely difficult due to differences in legal systems.

A separate topic was incest. According to Rodin, such situations often remain latent because children are not always willing to put their parents in prison, and mothers sometimes deliberately turn a blind eye. Criminal liability for the mother arises only if her direct complicity is proven, not mere inaction.

In conclusion, Alexey Rodin emphasized that all cases of violent acts against children are under special supervision by the leadership of the police and the Investigative Committee, and their investigation receives priority attention, even in small settlements.

A resident of Kazan, Anna, was hospitalized during a vacation on Bali after being bitten by a diving beetle. This was reported by the Telegram channel Baza.

The tourist came to the island for the winter. One day, during a call on the terrace, she was bitten by some insect, but she thought it was a mosquito. However, by night, Anna developed a fever and her temperature rose.

A familiar state when you don«t want anything in the morning, your energy is at zero, and life seems gray and monotonous? People call this the off-season blues. Does it really exist or is it an excuse for the lazy? Voronezh psychologist Artyom Sazykin answered questions from Voronezh1.ru.

Blues: Myth or Reality?

Many tend to blame the depressed state in February–March or November on a bad character or lack of willpower. However, the psychologist has a scientific explanation for this phenomenon.

«The off-season blues really exist,» the specialist immediately dispels doubts. «The change of seasons greatly affects the human body in general and the psyche in particular. If we are talking about the end of winter, then one of the reasons is banal vitamin deficiency, lack of nutrients, which affects overall health.»

The second significant reason is the lack of sunlight and a sharp reduction in activity.

«A person spends a lot of time at home, there is not enough sunlight. Plus, in winter, as a rule, there are fewer walks. Especially for those who work remotely. Such moments — this monotony — drive into a kind of depressive state,» says Artyom Sazykin.

The psychologist emphasizes that in summer life itself is more diverse: you can walk after work, spend more time outside. In winter, going «out into the world» is sometimes associated with discomfort — for example, in severe frost or ice, as now. And endless sitting within four walls depresses both physically and psychologically — a vicious circle arises.

«A person doesn«t want to do anything, he develops a kind of fatigue from life, from what is happening around. It turns out that he lives by the principle: home, work, home, work. And this monotony causes apathy,» says Artyom Sazykin.

Added to the feeling of «Groundhog Day» is an emotional decline: the New Year holidays are behind, and the May holidays are still far away — a person gets tired of the routine. As a result, a bouquet of symptoms is formed: low mood, bitterness, irritability, constant drowsiness — sometimes even getting out of bed is difficult, reluctance to do anything and a dreary anticipation of the weekend.

«If a person likes his job, then it«s a different question. He will be fine at any time of the year — if he loves his work, he will do it. But for those who do not see the main meaning of their life in their work, it is quite difficult,» he explains.

Salvation, according to the specialist, is in keeping the mind busy and the positive emotions from a favorite activity.

«When a person is busy with something — and he likes this activity — dopamine is released, hormones of joy and happiness are released. And he feels better,» says the psychologist.

What to Do if the Blues Are Already Here?

«First aid, no matter how trite it may sound, is some kind of activity. A person must do something,» advises Artyom Sazykin.

The specialist offers specific and varied ideas:

• Creativity. You can, for example, draw. A wonderful therapeutic method that fights negative states well. As an option — buy a paint-by-numbers kit.

• Reading. Effectively relieves stress because a person is distracted from everything and immerses himself in a book.

• Communication and change of scenery. Even just meeting with friends — that is, some kind of pastime that will differ from the constant routine in which a person is.

The main principle is to switch the focus of attention from inner longing to an external interest.

«The secret here is not in medication, but in restructuring your lifestyle, restructuring your day and bringing something new into your life. This is important. Go somewhere: to the cinema, to the theater. Leave the house, in other words,» advises the psychologist.

But the expert makes a caveat: a one-time trip is not enough. The key to a sustainable result is regularity.

«It«s not enough to show up at the gym once, pump an arm, a leg and become »Mr. Olympia.« To achieve results, there must be systematization in everything,» he adds.

What if Life Is Just Waiting for a Vacation?

A dangerous trap that many fall into is living from weekend to weekend, from vacation to vacation. The psychologist calls a spade a spade.

«If a person lives and only tries to survive until vacation, until the weekend, if he has to endure work with all his might, then clearly he is not doing his thing. It will not bring him happiness,» says Artyom Sazykin.

But since not everyone can radically change their life, he offers a strategy available here and now: fill life with goals.

«If a person has goals — conditionally, make a porch at the dacha, build a bathhouse or buy something for himself — these goals help to live. It is the movement towards them, the path itself that is interesting,» he adds.

It is important that goals can be of any scale — from global to the smallest.

«Someone may have a goal to build a house, someone to buy a new jacket, buy a pool membership, seal 10 jars of compote in the summer or come up with something else. But if they exist, this gives a person happiness, joy. And the blues fade into the background,» says the specialist.

Red Flags: When Is It Time to See a Professional?

Off-season blues is usually a temporary and surmountable condition. But there are cases when it develops into something more serious. The psychologist clearly identifies red flags.

«One should contact specialists in those cases when a person has really lost interest in life. When he is not interested in anything at all. He doesn«t want anything at all. He has nothing in life that would somehow arouse his interest. This is a serious symptom of a condition similar to depression.»

In addition to total loss of interest, the following should cause concern:

• Desire to completely isolate oneself from the world;

Cash payments on public transport in Yaroslavl Oblast will be abolished from April 1, Governor Mikhail Evraev announced.

«Along with updating the rolling stock, we are also introducing new payment systems. From April 1, we are switching completely to cashless payments. Money will no longer be accepted on public transport throughout the entire region,» said Mikhail Evraev.

It will be possible to pay fares using a bank card and the mobile apps «Yaroslavl Oblast. Transport» and «Yandex Go», which are on the «white list» and operate under mobile internet restrictions. At the same time, the head of the region clarified that glitches may occur when paying by card.

«There may be delays or glitches here due to security requirements,» clarified Mikhail Evraev.

The governor also mentioned that from April 1, the region will receive 204 new buses, which will be put into service on municipal and inter-municipal routes.

Since January 1, 2025, cash payments have not been accepted on public transport in Yaroslavl. Lawyer Andrey Alyoshkin told 76.RU that this violates passengers« rights. Human rights ombudsman Sergey Baburkin also advocated for a return of the possibility of paying in cash. The discussions were so heated that the prosecutor»s office intervened. As a result, law enforcement sent recommendations to the regional government on further work. It was concluded that the initiative does not contradict legal requirements as long as the possibility of paying the fare not only by card but also in cash, for example at a stop, is maintained.

In one of the apartment buildings in the settlement of Mendeleevsky (Tula Oblast, Russia) on the afternoon of 3 February, a fire broke out, which was promptly extinguished by the Russian Ministry of Emergency Situations (EMERCOM). This was reported by the press service of the agency.

The flames raged in the basement. Firefighters arrived at the scene four minutes after receiving the report of the fire and immediately began fighting the flames and evacuating residents.

Firefighters evacuated ten adults and two children from the building. The fire had to be extinguished over an area of nine square meters. The firefighting efforts involved sixteen EMERCOM personnel and five units of firefighting equipment.

There were no casualties, and the fire was put out.

The cause of the fire is currently unknown; it will be determined by a fire investigator. It may have been due to a short circuit.

In Krasnodar on February 3, residents noticed an unusual phenomenon at the city«s thermal power plant — smoke of different colors was coming from two stacks: white from one and black from the other. Many were worried about a possible fire at the station.

The Krasnodar Municipal Center (MTS) reported that information about the black smoke had indeed been received. According to the Department of Urban Economy and Fuel and Energy Complex, such emissions can occur during abrupt changes in the operating modes of thermal power equipment. As clarified by the city«s Unified Duty Dispatch Service (EDDS), the power plant equipment is now operating normally, and no violations have been recorded.

This can occur due to excess fuel or lack of air — for example, during boiler startup on fuel oil, when filters are temporarily disabled. Such emissions are also sometimes associated with technical malfunctions or fuel quality.
